The contest was created to raise awareness about the dangers of texting and cell phone use behind the wheel. The challenge was to create an icon that could be used on social media, such as Facebook, Twitter and Tumblr. &lt;/p&gt;&lt;p&gt;&amp;quot;The Department of Transportation is committed to helping young drivers get the message that texting and driving don&amp;#39;t mix,&amp;quot; said Ray LaHood, transportation secretary. &lt;a href="http://www.distraction.gov/content/press-release/2012/11-13.html"&gt;Read more here&lt;/a&gt;. &lt;/p&gt;&lt;p&gt;In 2010, more than 3,000 people were killed in crashes involving a distracted driver. These announcements are aimed at young adults and include scenes from &lt;em&gt;Glee. &lt;/em&gt;&lt;/p&gt;&lt;p&gt;&amp;quot;Distracted driving is an epidemic on our roadways, and our youngest and most inexperienced drivers are often the most at risk,&amp;quot; said U.S. Secretary of Transportation &lt;a href="http://www.dot.gov/bios/lahood.htm"&gt;Ray LaHood&lt;/a&gt;, in a statement. &amp;quot;Young people across the country watch &lt;em&gt;Glee&lt;/em&gt;, and we&amp;#39;re thrilled to partner with the show to spread the word that texting and driving don&amp;#39;t mix.&amp;quot; &lt;/p&gt;&lt;p&gt;In 2010, at least 3,092 people were killed in distraction-affected crashes, accounting for one in 10 fatalities on the nation&amp;#39;s roads, says the &lt;a href="http://www.nhtsa.gov/"&gt;National Highway Traffic Safety Administration (NHTSA).&lt;/a&gt; &lt;/p&gt;&lt;p&gt;Reading a text while driving can take your eyes off the road for an average of five seconds - enough time to drive the length of a football field. And young people are among the most likely to engage in distracted driving - texting and talking on the phone. Now, some Texas lawmakers want to make texting and e-mailing while driving illegal&lt;/p&gt;&lt;p&gt;Joel Cooper, a researcher with the &lt;a href="http://tti.tamu.edu/"&gt;Texas Transportation Institute&lt;/a&gt; testified before the &lt;a href="http://www.house.state.tx.us/committees/committee/?committee=470&amp;amp;session=81"&gt;House Transportation Committee&lt;/a&gt;, calling text messaging the perfect storm. &lt;/p&gt;&lt;p&gt;&amp;quot;It&amp;#39;s both a cognitive task, you have to think about it, you have to look down at your device, and manipulate it with your hands. So because of that, it&amp;#39;s not really surprising that the data are suggesting that text messaging is dangerous,&amp;quot; he said. &lt;/p&gt;&lt;p&gt;One bill introduced would ban only texting while driving; another would ban talking and texting on mobile phone while driving. " width="350" /&gt;Swifty, the turtle, is working hard to get the attention of &lt;a href="http://www.houstontx.gov/"&gt;city hall&lt;/a&gt;. &lt;/p&gt;&lt;p&gt;Swifty is a cartoon turtle, a steady plodder who sometimes might poke his head out of his shell, sometimes not. He&amp;#39;s the creation of retired editorial cartoonist Clyde Peterson, formerly of the &lt;a href="http://www.chron.com/http:/www.chron.com/"&gt;Houston Chronicle.&lt;/a&gt; &lt;/p&gt;&lt;p&gt;Peterson&amp;#39;s mission to end distracted driving in Houston with the help of Swifty began when he tried to get signs placed around &lt;a href="http://es.houstonisd.org/LongfellowES/"&gt;Longfellow Elementary&lt;/a&gt; school. &lt;a href="http://www.ghsa.org/html/stateinfo/laws/cellphone_laws.html"&gt;Texting is banned&lt;/a&gt; in school zones here in Texas. &lt;/p&gt;&lt;p&gt;&amp;quot;Parents were concerned because drivers were plowing by, completely oblivious to the kids,&amp;quot; said Peterson, featured on the official blog of &lt;a href="http://www.dot.gov/bios/lahood.htm"&gt;Ray LaHood&lt;/a&gt;, the U.S. Secretary of Transportation.&lt;/p&gt;&lt;p&gt;Peterson delved into research on distracted driving. Here&amp;#39;s what he found: Houston has the third-largest daily influx of commuters in the nation. That&amp;#39;s 403,313 people. &amp;nbsp;Peterson is building awareness among city officials as he and Swifty continue their campaign against distracted driving. &lt;/p&gt;&lt;p&gt;&amp;quot;I&amp;#39;d just like to make sure that fewer than 403,313 of those people are texting while driving. A lot fewer,&amp;quot; Peterson said. &amp;quot;The more I learned about it, the more dangerous I realized it was. And if it&amp;#39;s someone you&amp;#39;ve been waiting to hear from, how many of us can resist not reading that until we have reached our destination? &lt;/p&gt;&lt;p&gt;Now there&amp;#39;s software that can help you resist the lure of your cell phone while driving. It&amp;#39;s called &lt;a href="http://www.getizup.com/"&gt;iZUP&lt;/a&gt;, made by &lt;a href="http://www.illumesoftware.com/"&gt;Illume Software&lt;/a&gt;, and works on Blackberries and Androids. &lt;/p&gt;&lt;p&gt;When the mobile phone and its owner are in motion more than 5 mph, the software holds text messages, call and e-mail, but allows 911 emergency calls and any authorized phone numbers. It uses &lt;a href="http://en.wikipedia.org/wiki/Gps"&gt;GPS&lt;/a&gt; and cellular networks to prevent outgoing texts, e-mail and phone calls while driving, along with Web browsing. &amp;nbsp;&lt;/p&gt;&lt;p&gt;It sends all in-coming calls to voice mail and holds all texts. It is also time-delayed to account for stop lights, traffic delays and stop signs. &lt;/p&gt;&lt;p&gt;During last week&amp;#39;s &lt;a href="http://fastlane.dot.gov/2010/09/distracted-driving-summit-an-opportunity-to-build-on-progress-new-information.html"&gt;Distracted Driving Summit&lt;/a&gt;, hosted by Department of Transportation Secretary &lt;a href="http://en.wikipedia.org/wiki/Ray_LaHood"&gt;Ray LaHood&lt;/a&gt;, the company offered free downloads. Now it will cost $19.95 a year for a single user or $59.95 for the family plan. &lt;/p&gt;&lt;p&gt;The company is marketing this to parents and employers. &amp;quot;The road of life is full of distractions. Here at METRO, our cell phone policy is this: If&amp;nbsp; caught texting&amp;nbsp;on a cell phone while driving any METRO vehicle (bus, train, company car), the employee is terminated. Anyone caught talking on a cell phone while driving&amp;nbsp;a METRO vehicle is suspended 30 days for the first offense. Distracted driving includes texting, talking on a cell phone, as well as eating and drinking. &lt;/p&gt;&lt;p&gt;&lt;a href="http://app1.kuhf.org/houston_public_radio-hpr_newsdesk.php"&gt;KUHF-FM (88.7)&lt;/a&gt; started a three-part series &lt;em&gt;Cars and Phones&lt;/em&gt;, detailing how some Houstonians have been the victims of distracted driving and the grassroots efforts that have emerged to combat that. &lt;/p&gt;&lt;p&gt;Texas doesn&amp;#39;t have a law against texting and driving - only a &lt;a href="http://www.statesman.com/news/content/news/stories/local/2009/08/12/0812cellphone.html"&gt;law&lt;/a&gt; against using a cell phone while driving through a school zone. But cities have the option not to erect signs, which makes the law unenforceable. We want to make sure that railroad employees know not to use handheld devices on the job because doing so jeopardizes safety.&amp;quot;&lt;/p&gt;&lt;p&gt;The new rule would ban the use of an electronic device - whether personal or company-supplied - if it interferes with the worker&amp;#39;s or another worker&amp;#39;s performance of safety-related duties. &lt;/p&gt;&lt;p&gt;There are exceptions for the use of watches, calculator use, medical devices, railroad radios and cameras used to document safety hazards, violations or certain emergencies. &lt;a href="http://www.dot.gov/affairs/2010/dot9810.htm"&gt;Read details of the rule&lt;/a&gt; proposed by the Federal Railroad Administration. &lt;/p&gt;&lt;p&gt;Back in September 2008, an engineer operating a Metrolink locomotive in Chatsworth, Calif., was texting - and crashed into a Union Pacific freight train. Any employee caught driving a METRO vehicle and using a cell phone at the same time will be suspended for 30 days upon the first offence. If caught talking/listening/or having a cell phone on the second time, he or she will be fired. Brown Convention Center. &lt;a href="http://www.itsa.org/"&gt;ITS America&lt;/a&gt; is an advocacy group for using technology to improve mobility. &amp;nbsp;&lt;/p&gt;&lt;p&gt;&amp;quot;If you&amp;#39;re hooked on your phone and hooked on your Blackberry, and you need to use it every minute in the day, get on a bus, get on a light rail, take mass transit,&amp;quot; said LaHood. &amp;quot;It&amp;#39;s safe, it&amp;#39;ll get you there, it&amp;#39;s comfortable.&amp;quot;&lt;/p&gt;&lt;p&gt;LaHood said texting while driving is deadly. &lt;/p&gt;&lt;p&gt;&amp;quot;You&amp;#39;re going to end up either in a crash or injuring somebody or killing somebody,&amp;quot; he said. &amp;quot;When you&amp;#39;re looking down for four seconds while texting, your car will actually go the length of a football field.&amp;quot;&lt;/p&gt;&lt;p&gt;Other sobering stats he mentioned: Almost 6,000 people were killed in 2008 in crashes that involved distracted driving, and more than half a million people were injured. &lt;/p&gt;&lt;p&gt;&lt;a href="http://distracteddriving.gov/"&gt;Texting distracts on three levels&lt;/a&gt; - visually, manually and cognitively, taking one&amp;#39;s mind off of what you&amp;#39;re doing. &lt;/p&gt;&lt;p&gt;LaHood said he recently attended a conference at MIT, and asked students to research technology that will help with distracted driving. &lt;/p&gt;&lt;p&gt;One of the students -a dad - told the story of how he was talking to his son, who was driving. The son dropped his cell phone and while continuing to drive, reached down to pick up his cell. He crashed into a tree and died.&lt;/p&gt;&lt;p&gt;Although he praised Ford&amp;#39;s use of technology in its new &lt;a href="http://www.fordvehicles.com/cars/taurus/?searchid=426441|28115800|205351739"&gt;Taurus&lt;/a&gt; that &amp;nbsp;alerts drivers when something is in their blind spot, or behind the vehicle, or when they are tailgating a car, LaHood frowned on voice-activated technology in cars. &lt;br /&gt;&lt;br /&gt;&amp;quot;Voice-activated distractions in the car are distractions. They&amp;#39;re cognitive distractions that take your mind away from driving safely,&amp;quot; said LaHood, adding he plans to meet with CEOs of car manufacturers to discuss this issue. &lt;/p&gt;&lt;p&gt;He promised a rigorous five-star government-rating safety program to be unveiled later this year that will rate the crash worthiness and crash avoidance capabilities of new cars.&lt;/p&gt;&lt;p&gt;&amp;quot;We&amp;#39;re counting on you to be full partners with the Department of Transportation. The same policy applies to any METRO employee who is texting while driving a METRO vehicle. &lt;/p&gt;&lt;p&gt;Research by the &lt;a href="http://www.fmcsa.dot.gov/"&gt;Federal Motor Carrier Safety Administration (FMCSA)&lt;/a&gt; shows that drivers who text take their eyes off the road for an average of 4.6 seconds out of every six seconds while texting. &lt;/p&gt;&lt;p&gt;That means someone driving 55 miles per hour would be traveling the length of a football field, including the end zones, without looking at the road. &lt;img align="right" height="167" hspace="10" src="http://blogs.ridemetro.org/images/write_on/truckcrash2.jpg" style="width:250px;" width="250" /&gt;&lt;/p&gt;&lt;p&gt;&lt;a href="http://www.vt.edu/"&gt;Virginia Tech&lt;/a&gt; researchers found that truck drivers who send text messages on a cell phone are 23 times more likely to crash or experience a near-miss than non-texting drivers. &lt;/p&gt;&lt;p&gt;The new federal ban applies to interstate trucks and commercial buses and vans that carry more than eight passengers. &lt;/p&gt;&lt;p&gt;To follow more on what the Department of Transportation is doing to fight distracted driving, click &lt;a href="http://www.distraction.gov/"&gt;http://www.distraction.gov/&lt;/a&gt;. " width="300" /&gt;When texting while driving kills, Britons land in prison. &lt;/p&gt;&lt;p&gt;That&amp;#39;s what happened to 22-year-old Phillipa Curtis, who received 21 months in a high-security women&amp;#39;s prison for ramming her car into the rear end of a Fiat driven by Victoria McBride, 24, who had pulled over to the side of the road with a flat tire. &lt;/p&gt;&lt;p&gt;In the hour before the crash, Curtis had exchanged almost 24 messages with at least five friends, according to the New York Times. British judges have ruled that reading or writing texts over a period of time - and not necessarily at the moment of an accident - constitutes &amp;quot;a gross avoidable distraction.&amp;quot;&lt;/p&gt;&lt;p&gt;Texting while driving is considered the same as driving while drunk or high on drugs. &lt;/p&gt;&lt;p&gt;Closer to home, a recent poll sponsored by the NYT and CBS News, indicates that 97 percent of respondents support a ban on texting while driving. Eighty percent support outlawing talking on hand-held cells while driving. &lt;/p&gt;&lt;p&gt;Seventy percent of the respondents said it was fine for drivers to use a hands-free phone while driving. At METRO, we have a zero tolerance policy for all employees driving a METRO-owned vehicle. Anyone caught using his or her cell while driving is fired. &amp;nbsp;&lt;/p&gt;&lt;p&gt;Should texting while driving be banned? What about talking on hands-free phones, using the speaker function or earpiece?
