&lt;p&gt;This is a regional problem. &amp;nbsp;Needs regional answers. &amp;nbsp;But how to approach those answers? &amp;nbsp;Devil is in the details.&lt;/p&gt;

I was hoping that they talked more about heavy rail though and was wondering if they are actually considering that. I like the idea of commuter rail. But they need to be careful in doing that. Still I'm glad they mentioned many of the things I am looking for.&lt;/p&gt;
