Cameras at Park & Ride Lots Capture Crime

Just how effective is the eye that never sleeps?

Since February of this year, we have had 354 cameras in our 26 Park & Ride lots. Although METRO police are still learning how to use these cameras as a tool to catch the bad guys, so far the initial results are impressive.

"It has become a very good investigative tool, and we're trying to get more and more use to get more and more benefits from the total system," said Chief Tom Lambert.

The video surveillance system scans both the platform and parking area 24/7 with central monitoring from the TranStar Security Console.

Consider these stats:

From October through June 2005, we had 181 Park & Ride incidents. In the same period 2006, it declined to 152. In the same period 2007, it dropped another 37 percent to 95 incidents.

What happens when the camera captures suspicious activity? It triggers an alarm which displays the video on one of eight video monitors. A Watch Command Officer (WCO) at TranStar decides if the alert requires any action.

The WCO can remotely control the cameras to zoom in on the activity and if necessary, dispatch patrol officers. The WCO then documents the video of the event for a follow-up investigation.

From the TranStar Security Console, the WCO can remotely open and close entrance and exit gates at the Park & Ride lots; speak with customers through the public address system, review file footage of past incidents from the previous night; and later, once evidence is captured, work closely with the investigations division.

Here are some examples of how the cameras have helped keep the Park & Ride lots more secure:

       *  Townsend Park & Ride: Medical emergency, 6/26/07. WCO spoke with a woman customer, notified EMS and police, using the emergency call box  talked with her until help arrived.

        * Eastex Park & Ride: Burglary motor vehicle, 5/10/07. Video from the gate showed a suspect vehicle and license number. Suspect was identified, interviewed and a confession obtained. Suspect was arrested and charged with two vehicle burglaries on 5/21/07. A search warrant was executed on 5/22/07 at the suspect's residence, and additional stolen property was recovered.

       * Spring Park & Ride: Auto theft, 6/15/07. Video revealed a suspect vehicle bearing a paper buyer's tag. Video showed suspect's vehicle, and then the stolen vehicle leaving the lot. Three suspects identified, interviewed and charged in this and other auto thefts and vehicle burglaries at Fannin South, Fuqua and South Point.

Several arrests have been made, thanks to our eyes in the sky.

"The system is only as good as it gives information to the boots on the ground - the officers who are on the ground and who are at TranStar," says Lambert. "We want to take a year and get more operating experience - and once we do that, we'll look at enhancements."

The number of crime incidents at METRO Park & Ride lots is down by 37 percent compared to the same period 2006. Good news! New METRO video surveillance system gets most of the credit; other factors may have also helped.

From the post it is not clear how many of the 95 incidents have been solved so far. Three or 4 solved out of 95 is not a lot, but at least it is a start.

I hope the program will continue improving and will become an effective crime deterrent/crime solving tool.

Also, I cannot wait to see video surveillance cameras installed and properly working on board of all METRO buses.

Now show us the footage from the BUS so we can identify the degenerate that raped one of OUR people.In lieu of that, the footage from the BUS that allows us to identify the suspects that assaulted the second operator on the same route...

All of you that have been here since the beginning know that I enjoy working at METRO. But I am afraid that METRO is waiting for the fervor to die down so nothing will have to be done.

Oh!!! I did see 3 METRO police cars today!! They were all parked(empty) at a Jack-in-the-Box. Never saw hide nor hair of them on my routes tho.....

That's the drawback -- crimes that require follow-up investigation are crimes that might have been prevented by boots on the ground, if Chief Lambert hadn't decided it was best to eliminate security in the parking lots.

We (operators) haven't  heard a  word  since the meeting  with Shelia Jackson Lee....for what good it did and will do.

There are weekly meetings going on every Wednesday to address these issues... It will not be an instant fix but we, meaning myself and the other 9 are keeping METRO on the burner for however long it takes.. I can assure you that the 10 of us are commited to getting changes.. Just please bear with us.

This weekend we will be going into the garages and using test runs and blocks and checking for bus radios that go into "fallback" and are then basically useless.

There are other things we are going to do that can help us identify all these crappy radios. The idea of a board in the clubroom that we can write our own experiences (time of day,location that fallback occurs) daily was brought up that will give the radio persons the daily count of which buses are unsafe to be out in.

Protect yourself! If that bus radio will not login take it to your radio person BEFORE you leave the garage!

Go to your bus BEFORE the 13 minutes allowed and make that radio man EARN HIS KEEP!

Sadly METRO is not in the mood now or later to protect us, just 1900. It is like a bank there.Security,security,security for pencil pushers, but minimal security for the operators.

(Hey 1900 without US they don't need you!)

On a brighter note!!!!! AN MPD officer stopped by the bus this AM and inquired if all was good.Coulda knocked me over with a feather! He was genuinely concerned! See there is a God!

I must go now as I am overcome with emotion just from that one contact.Thank you officer******* you now have my respect!
