Your Questions on the Q Card
Thursday, February 08, 2007 6:09 PM

We’ve gotten a lot of questions about the Q Card on this blog, so we thought we’d go to the top guy in charge of the Q Card, Erik Oistad/vice president/chief information officer in our Information Technology department. Oistad has an electrical engineering degree, MBA and 31 years of experience in IT. Before joining METRO two years ago, he worked at Atlantic Richfield, Texas Instruments, and Holmes and Narver, an architectural and engineering firm.

Q: What’s the latest on the Q Card?

A: The program is in the testing phase to ensure a smooth rollout. You should continue to use your existing fare items. Before we make the changeover, we’ll give you ample time to get a Q Card. For more information, call METROLine at 713/635-4000.

Q: How do the Q cards really work?

A. When you tap the Q Card on the Qbox, the reader instantly interacts with the chip in the smart card - and the appropriate fare will be debited from your balance. You will be able to add money to your Q Card by visiting a participating retail location or a METRO RideStore, a METRO ticket vending machine, or a cashless point-of-sale at the Park & Ride lots. Or, once you register your card, you can add value by going on-line.

Q: How secure are they?

A: The data is encrypted. The equipment to read the card has to be properly equipped to read the encrypted information. It’s not absolutely impossible, but it’s extremely unlikely that someone would be able to read a Q Card with homemade equipment. There’s minimal information located on the Q Card. When you register your card, all the information you submitted during registration will not be on the Q Card. It will be on a highly secure database.

Q: What is stored on the card?

A: Basic information: the type of passenger you are (full fare, senior, student, disabled) and the stored value on the card – how much money you have loaded on the card, and a card ID number.

Q: Who has access to the database?

A: Only certain authorized individuals at METRO.

Q: Will the information in the database be shared with law enforcement regularly?

A: No.

Q: Will a warrant be required?

A: We will comply with the law.

Q: Can someone use my Q Card to make fakes ones?

A: Never say never. But it is extremely difficult to generate a counterfeit fare item in the new system. In addition to being very difficult, it’s equally important to have the ability to detect a counterfeit item and prevent its use. Part of the intelligence of the central system is to track the use of a card, both in payments made off the cards and extra funds to the card. If a card shows up in the Q Card system that has money on it that the central database doesn’t know about, the card is invalidated and can’t be used.

Q: If my trip involves taking a bus eastbound, then transferring to another bus northbound, will the transfer still work since I am not traveling in the same direction?

A: There won’t be a problem. You’ll get a free transfer if it’s a continuation of the same trip, even though the bus seems to be going in a different direction.

Q: How will the cost of the fare be determined if each leg costs a different amount? For example, if the second leg of my trip costs 50 cents more, do I have to tell the bus driver I am transferring to a more expensive bus before I swipe my card?

A: Your Q Card will automatically add the extra 50 cents to the more expensive leg of the trip. However, all of the express buses except for the 170 Missouri City Express, which operates between the Missouri City Park & Ride lot to the TMC Transit Center, will have fares reduced to $1 from $1.50.

Q: What happens if I take an express, then a local? Will the Q Card account for the different prices?

A: Yes. The Q Card will only deduct the fare increment if you get on the most expensive bus.

Q: Where’s the Q Card video?

A: It’s posted on our Web site. It actually made it up on Monday, Feb. 5.

Q: I’m a Q Card Booster, and my Q Card still hasn’t come in the mail.

A: They were mailed last Friday afternoon. You should have your Q Card now if you are a volunteer Q Booster trying out the Q Card.

Q: I’m a senior. What do I do when my pass is about to expire?

A: Keep using your senior pass the way you normally do. When it’s about to expire, come into the RideStore to renew it. If you come in when we are about to switch to Q Cards, any balance on your pass will be transferred to your Q Card. All seniors will have a Q Card senior ID. It will be your Q Card and your senior ID. You will have to go the RideStore to get this. This will make you eligible for half price fares if you are between the ages of 65 and 69. For seniors 70 or older, rides are free.

Q: Why have you stopped maintaining the rail ticket vending machines? Neither of the machines at the southbound Museum District stop was working Thursday morning. One of the two machines at the northbound Dryden/TMC hasn’t been working for about three weeks…What’s going on?

A: We have a de-commissioning process where we go out and de-commission the old ticket vending machine (TVM) for the new one. We take all the money out and turn it off. You may have been trying to buy a ticket when that happened. On rare occasions, we have one machine that has been de-commissioned, and the second machine just breaks. But all the machines are actively monitored via our computer network around the clock. TVMs are networked back to a central location and monitored by a computer network so when a machine fails, we know it at the time, and a technician is dispatched to repair it. The installation of the new TVMs is underway. One new TVM will be installed on each rail platform. Then we will begin installing a second new TVM on each platform, removing the old machine in the process.

Q: Has public testing of the Q Card been canceled?

A: No. It is continuing with unpaid volunteers who ride our system. We’ve dubbed them Q Boosters. They will be using the system and reporting back to us. Read more on our Web site.

Q: Hey, do I have to be a speed reader? When I flash my card at the Qbox, my balance doesn’t stay up long enough for me to read. A: Keep your card next to the Qbox and hold it steady. The information will remain up for as long as you hold your Q Card to the Qbox.

Q: When I try to tap my card again, I get a red light.

A: The Q Card has a feature called a “no passback.” For five minutes after the first tap, the card cannot be used again.

Q: What happens if I accidentally tap my card against the Qbox twice? Will I be charged twice?

A: No, you won’t. That’s one of the reasons why we have the “no passback” feature.

Q: Why does the Qbox not read my card sometimes?

A: Make sure your Q Card is not flat against another smart card, like an employee card.

Q: Do I need to tap my card on the Qbox when I’m taking the train?

A: Yes, be sure to tap your Q Card against the Qbox before you board the train. The Qbox is located adjacent to the ticket vending machine. Otherwise, when METRO police check on board to see if passengers paid – and wave their wand over your Q Card, it will indicate the card wasn’t properly tapped. You’ll be in violation.

Excellent, informative post. Again, you may want to put these FAQs in a brochure or something so that non-internet users (and/or non-blog readers) can have their questions answered. These brochures could be available at all Q Card vendors and locations with bus schedule racks (like libraries).

Try not to be shocked, but I signed up as a QBooster. I figure I might as well put my money where my mouth is and help test this thing. Plus, it's blogfodder, right. ;)

I've been keeping a lot of every transaction and transfer... most works, but had a bit of a scare when I added $50 to it and it didn't show that.

I did not get a reply from the QCard email address though. They checking it?

Went into DTC Glass Palace. RideStore sent me up the escalator. After a brief scrum and huddle, I was told by Treasury that funds are added in the form of Contracts. When one contract ends, the next in the stack appears. Not quite as simple as "It stores the value on the card" and might give people a scare.

Readers only show top contract on the stack. So it has 57 bucks on there, but BEEP only shows 7. Wrote that to the qcard email address... they're going to get a lot of spooked riders.

Also, no Espanol on the back of the card. Every other pass by METRO has had at least an "Informacion" on there. If you're going to have the robotvoices go biligual, might as well have the Q card do it, too.

We'll see what happens when the current freebie contract runs out next week and my fifty bucks are at the plate. Does it slam like Berkman or whiff like Ensberg?

So I have a smart card for work, a smart card for the gate at home, and the Q card.

Thankfully, I have a two-fold wallet. Three sections for three cards. But I find that I keep forgetting which card is in which section.

I was testing the QCard on the train and noticed the QCard vending machines on the platforms, that were not yet activated. I noticed that some of them were not covered from the rain. I assume the the machines are water proof, but I'm not and neither is my cash. And what will happen if we get freezing rain and frezes the buttons? (I assume the train will stop running.) Will Metro provide covering for the patrons using the QCard vending machines on the train platforms?

While testing the QCard, which worked wonderfully, I found that it was too fast for the driver to read and understand. Unless the driver was looking at the QBox(and he better not blink), he could determine if the green light flashed. Will Metro address this issue?

2 questions: When can I register my Q Card online? How can I go about transferring my stored value card amount to my new Q card?
# February 9, 2007 1:58 PM

I had a concern similar to that of Mark: when I tap the card, the driver has to be looking at a very small green light to confirm that I have "paid" for my ride. When I boarded one bus with my QCard, the driver was chatting with the patron who boarded just before me. I tried to wait until the driver was looking at me and the QCard reader, but had to go ahead and tap the card to the reader without being sure that the driver saw me. The driver looked a little puzzled, but I held up my card for him to see and he seemed to be OK with that. Will there be an audible confirmation of payment via QCard for the driver similar to that of the current fare boxes?  This might save problems similar to those encountered by Mark and by me. Also, when I boarded one bus early one morning (near the origination point of the route) the QCard reader displayed "Shift Closed". I tried the QCard, but no green light. I asked the driver if the reader was working and he seemed a little surprised or confused, then said that he needed to "restart" the machine. As I began to reach for my wallet to pay via cash, he waived me on, giving me a "pass". Might need to make sure that all of the drivers are expecting the QCards to be used. Otherwise, I'm impressed with the system thus far. Seems to handle transfers (from bus to light rail) correctly. I think that the system will be much easier to use than the current cash fares and transfer cards.

I too have noticed that many busses have the Qbox reading the words "Shift Closed". I think it has something to do with whether the driver has 'logged in' to the system correctly. I say this because this morning I was on the 53 route where the drivers' seat on the bus was leaking air and the driver could not stand the noise. The bus was swapped for another and we all boarded that bus. She appearently didn't log off from the previous bus because it wouldn't let her log-on on the second bus and along with that the Qbox read "Shift Closed".

ScottB- The back of the Q card clearly says that you call the METRO number to register it. When I called it, they said I was pre-registered as a QBooster. But the QBooster documentation said somewhere that I needed to register it. Not terribly clear.

I boarded the bus this morning, intending to pay with the QCard, and encountered another "Shift Closed" on the QCard reader. I can guess what this means, but, can you confirm, Ms. Sit, what to do when this happens (other than pay cash!)? Also, is there an up-to-date list of vendors who are set up now to "recharge" the value on my QCard? There is a QCard machine on the Ensemble/HCC rail platform, but it is not operational. Also, I went to one of the Kroger's stores listed as a QCard vendor on the materials I received with the QCard, but the clerk at the store said that they were not yet set up to handle QCards. I'm looking for a vendor to recharge the card who is near the Medical Center and is open after 6:00 p.m. Alternatively, point me to an up-to-date list and I'll find one open after 6:00 p.m. Thanks...David

I am a  Q Card team member here at METRO and want to address some of the questions that have come up.  First of all, I want to thank each and every one of you who has become Q Boosters. As you know, you are testing METRO’s Q Card system and several things are happening.

1)Bus operators are experiencing first-hand what happens when riders use the Q Box. They have been trained, and now Q Boosters are activating the process and in essence, giving our operators first -hand experience. If for some reason your card doesn't work, the bus operator has been insturcted to let you on at no charge.  This policy is only valid for the testing phase.  Once we go live, riders will have to pay cash or get their cards reloaded.

2) Every time you use your card, the back end of the system (meaning the central brain of the system) is also being activated.  We can track  trips in order to reward  Q Boosters five free trips for every 15 paid trips.  As a Q Booster, you get this special offer.  When the system goes live, it will be programmed for five free trips per every 50 paid trips.

3) When you add value to your card at one of the retailers, you are activating the retailers' process. They will get to experience their training first-hand as well.

We are asking Q Boosters to refer to the list of retailers on our Web site.  The list that was in your Q Booster packet will be valid by the middle of next week.  Again, Kroger had a delay in its validation process which was unforseen, but will be ready for Q Boosters to visit next week.

There was a question concerning registering your Q Card.  As a Q Booster, your card was registered before it was sent out.  The brochure you received encourages all riders to register by filling out the form in the brochure.

We will be answering your questions as they come.

Thanks,

Your Q Card Team Member

David, here are some answers to your questions.

RE: Free transfers and traveling in the same direction:

Free transfers are allowed within two hours to any bus or train needed to complete the trip. The system will allow transfers to any bus other than buses on the same route in the reverse direction (no round tripping).

RE: Where to get a Q Card reloaded at the Medical Center.

Probably the easiest way to recharge the card in the Med Center after 6:00 pm is at the TMC transit center. The retail booth is the transit center is open until 7:00 pm.

RE: Where to find updated list of vendors to recharge the card.

Check our Web site at www.ridemetro.org. Kroger should be ready by next week.

RE: When "Shift closed" flashes on the card reader.

Would you mind e-mailing that information to us? (Go to "Contact Us" on the blog.) We would really like to know any info on bus route, bus number, time of day, direction, or anything to help us identify it. Thanks!

One of the cool things about Q Cards is that actual usage can be tracked. When bloggers write and want to know how much our METRO board members and upper management of METRO actually utilize METRO; answering these type up questions will be a snap as Mary can simply query the Q card database and generate an answer to those never ending questions from those pesky bloggers.

I really like using the QCard, but cannot seem to find anywhere to recharge the card. I went to the TMC Transit Center, but the lady there said that her machine was not working and had not been working all day. So, I tried one of the vendors listed on the Metro Website -- Dean's Grocery at 7127 Fannin -- but the clerk there knew nothing about a QCard. So, I went to the downtown transit center, but the Ride Store was closed and there was no one at the booth in the bus terminal area. A bit frustrating!! David

What will the fare prices be for Zone 3 park and ride lots? I have only seen the information that the "base fare rate" will be $1, but no other information.
# February 13, 2007 7:14 AM

All base fares remain at the current level, which is $3.00 for zone 3.  The fare differential for off-peak is being eliminated, which means the zone 3 fare will be $3.00 at all times and in any direction.

David, sorry to hear about the frustrating process you had trying to reload your card. The places you went SHOULD have been able to load your Q card. When you have problems like this, we would love it if you  could e-mail us the particulars (time, date and location) to qcard@ridemetro.org and we will follow up on them.  We are trying to track down right now what happened at those two places.

One thing a bus driver told me that was useful was that if your card runs out of money during your trip( transferring from a $1 bus to a $3 commuter bus) the card balance will go negative but will still let you get on the bus and complete your trip.

I raised a question a few weeks ago regarding the Senior Pass.  The reply was if you had the card issued prior to Oct 06 you would be grandfathered in.  I am 62 and todays blog advises half price between 65/69.  Will I still be grandfathered in even though I'm under 65?

# February 13, 2007 7:23 PM

David, you reported earlier that you tried to add money at the TMC transit center on Monday and could not. The person said the machine was down. We researched that, and the machine was down for a number of hours because the storm knocked the phone line out (and the RPOS works over a phone line). The phone line was repaired the same day and we are back on.

Also, you mentioned that you had a problem trying to load your card with a retailer in the 7000 block of Fannin. We have notified the subcontractor who is responsible for the retailers, and the company is  sending a trainer back out. This is a good example of where we would like to hear back from our Q Boosters. If we know there is a problem with a retailer, we will send someone out to fix it.

Thanks for reporting the problems!

Regarding a question on senior passes:

If you do not already hold a senior pass (and had that pass before Oct 2, 2006), you will not be eligible for a senior fare until you are 65. If you already had the senior pass before Oct 2 (so you turned 62 before Oct 2 and had already gotten a senior pass), then you will grandfathered in.

I signed up as a booster and received my Q-card over this past weekend. I tried to use it on the 246 on Monday and it did not work. The driver told me that the system was not up and he did not know why Metro was telling folks it was working. I later found out that my card simply wasn't loaded with the test amount when it was sent. I was able to go to the RideStore at the Downtown TC today and had the test amount loaded on it. Everyone I spoke with at Metro, from the lady at the Q helpline to the lady at the RideStore was pleasant and helpful in trying to resolve my problem. I'm going to try it tonight and see how it works.

Michelle my concern is that the bus driver didn't know what was going on. I have found metro personnel to be very friendly also.  But too many times you ask a bus driver question and they are clueless.  I don't know if it is their fault or if like a lot of other business information has a hard time making it to the lower rank and file.
